The City of College Place has  evaluated the condition of all City streets and began implementing a Pavement Preservation Program. Pavement preservation is the proactive maintenance of roads to prevent them from getting to a condition where major rehabilitation or reconstruction is necessary.The diagram below is a typical life-cycle curve for pavement. As shown on the curve, regular preventative maintenance resets the clock on the pavement's expiration. Please view our construction project page to see current City public works projects.

System analysis suggests approximately $1.8 to $2.3 million are needed each year to maintain College Place's streets in recommended condition.  

College Place's Public Works Department is responsible for approximately 35 lane miles of streets and uses best management practices and various methods to maintain them, supporting safe and efficient mobility for all of our community's travelers. Some of those methods include Chip Seals, Microsurfacing, Residential Overlays, and Slurry Seals.

Asphalt Rubberized Chip Seals

Asphalt rubber is a blend of crumb rubber and asphalt (type I) and crumb rubber and natural rubber with asphalt (type II). All of the materials are derived from recycled rubber (tire or other). Asphalt Rubber Chip Seals can be used over cracked pavements as long as the cracking is alligator or fine. The rubber in the binder is resistant to cracking and blunts cracks as they propagate. This reduces reflective cracking and crates a flexible and tough material.

Crack Sealing 

Crack sealing is an important step in extending the life of our asphalt. By sealing cracks, you will divert water to the curb or the edge of the asphalt instead of allowing the water to settle in the base which can cause erosion. Also, keeping water out of the cracks reduces the damage caused by moisture freezing and expanding inside the cracks which will significantly reduce the strength of the asphalt. Another harmful component is the Sun. Once a crack develops, the UV from the sun can cause more damage during the expansion of the crack. Crack filling can block out the damaging UV rays that will deteriorate the inside walls of a crack.

Microsurfacing

Microsurfacing is a mixture of fine aggregate, emulsified asphalt, and chemical additives that is applied to City roads. This preventative maintenance extends the life of existing asphalt while sealing it from the harmful effects of water penetration and sun. Microsurfacing is a cost-effective treatment that provides a new wearing surface that usually lasts five to seven years. Microsurfacing is less expensive than typical asphalt overlays, but take longer to thoroughly cure (or dry) before the street is opened to traffic. Microsurfacing is typically applied during warm, sunny weather to accelerate the curing process. The application requires a one-day road closure.

Residential Overlay

A 2" hot mix asphalt (HMA) overlay is a pavement restoration treatment that provides an entirely new surface. A residential overlay is a more robust solution than Slurry Seal, but less intensive than a full reconstruction. For residential streets with light traffic, a 2" overlay will bring the street back to a near new condition.

Slurry Seal

Much like Microsurfacing, Slurry Seal is a mixture of fine aggregate and emulsified asphalt that is applied to residential roads. This preventative maintenance extends the life of existing asphalt while sealing it from the harmful effects of water penetration and sun. Slurry Seal is a cost-effective treatment that provides a new wearing surface that usually lasts five to seven years. Slurry Seals are less expensive than typical asphalt overlays, but take longer to thoroughly cure (or dry) than Microsurfacing before the street is opened to traffic. Slurry Seals are typically applied during warm, sunny weather to accelerate the curing process. The application requires a one-day road closure.
