Short-Term Rental Vacation Rental Permit

To make permitting easier, City of College Place has partnered with Localgov. This service facilitates secure and convenient online permitting and payments. Now you can submit your Short-Term Vacation Rental permit application from the comfort of your home or business, save time, avoid late fees, and easily renewal annually.

Starting April 26, 2024, College Place short-term rental business owners are required to use Localgov to submit their Short-Term Vacation Rental permit application and pay the associated fees.

Submitting Your Permit Application on Localgov

  1. Create your free Localgov account and sign into your portal: https://tax.localgov.org/
  2. Go to the ‘Submit Forms’ page and search for College Place.
  3. Select the ‘Short-Term Rental Vacation Rental Permit’ and apply for a new permit.
  4. Once you have submitted your application, the city will review your application and notify you when it has been approved or rejected.
  5. If approved, you will be issued a valid permit with an expiration date.
  6. Renew your permit on Localgov before your permit expires.

Overview & Definitions

This permit application is for the operation of Vacation Rentals (STR) in the City of College Place, Washington. Business owners must obtain a STR permit to operate within City limits.

  • Site Permit Application: A separate application is required to be submitted for EACH STR SITE. You may add additional units to your site application, for instance, if your site is a duplex or triplex with multiple STR units, you can add those units to your single site permit application.
  • Application and Inspection Fees: New permit applications are assessed a special use permit fee of $150 per unit and an inspection fee of $66 per unit. Annual renewal applications are assessed a special use permit fee of $50 per unit and a re-inspection fee of $66 per unit.
  • Permit Expiration and Renewal: Your permit expires every year and must be renewed on an annual basis on or before your permit expiration date to avoid permit revocation. You can renew your permit up to two months prior to your expiration date.
  • STR Code Compliance: Each room identified to accommodate overnight sleeping must comply with the International Codes as adopted and administered by the city, including but not limited to the International Building Code, International Residential Code, and International Fire Code.

  • Active State UBI Code: If you DO NOT have an active State UBI Code, please register here.

  • Professionally Prepared Site Plan: The rental facilities; On-site amenities; Required off-street parking in accordance with the provisions of Section 14.60.070, Parking and Loading; Refuse and recycling facilities; and emergency shut-off valves and fire extinguishers. Upload a PDF file.
  • Professionally Prepared Floor Plan: The designated use and dimensions of each room; The capacity of each room designated for sleeping; The location of windows, doors, and emergency exits; Fire extinguisher locations; and the location of the circuit box and the emergency shut-off valves. VACATION RENTAL SPECIAL USE PERMIT GENERAL CONDITIONS

Conditions of Special Use Permit to operate a Vacation Rental the location you are applying for:

  • Maximum Occupancy: Shall not exceed two adults per room identified to accommodate overnight sleeping.
    • Undergo annual Fire & Life Safety Inspection. Schedule your Vacation Rental inspection before allowing occupancy by guests:
      • Fire Marshal – 509-394-8603
      • Building Official – 509-394-8522
    • The following to be verified during inspection:
      • Equip the Vacation Rental with smoke and carbon monoxide alarms;
      • Equip the Vacation Rental with fire extinguishers - minimum size 2A:10B:C, conspicuously mounted;
      • Equip the Vacation Rental with a Knox Box Series 3200 required for all short term and vacation rentals. The Knox Box can be obtained from KnoxBox.com and is keyed to the College Place standard. Location for the Knox Box should be coordinated with the Fire Marshal. When the Knox Box is mounted, a master key for the occupancy shall be provided to be locked inside the Knox Box.
      • Each room identified to accommodate overnight sleeping must comply with the International Codes as adopted and administered by the City, including but not limited to the International Building Code, International Residential Code, and International Fire Code.
    • Maintain compliance with CPMC 14.60.160 – Vacation Rentals and any subsequent updates.
    • Comply with Chapter 64.37 RCW – Short Term Rentals.
    • Comply with Section RCW 64.37.030 Consumer safety.
      • All short-term rental operators who offer dwelling units, or portions thereof, for short-term rental use in the state of Washington must:
        • Provide contact information to all short-term rental guests during a guest's stay. The contact must be available to respond to inquiries at the short-term rental during the length of stay;
        • Provide that their short-term rental is in compliance with RCW 19.27.530 and any rules adopted by the state building code council regarding the installation of carbon monoxide alarms; and
        • Post the following information in a conspicuous place within each dwelling unit used as a short-term rental:
          • The short-term rental street address;
          • The emergency contact information for summoning police, fire, or emergency medical services;
          • The floor plan indicating fire exits and escape routes;
          • The maximum occupancy limits;
          • The contact information for the operator or designated contact.
        • Short-term rental platforms must provide short-term rental operators with a summary of the consumer safety requirements in subsection (1) of this section.
        • For a first violation of this section, the city or county attorney must issue a warning letter to the owner or operator. An owner that violates this section after receiving a warning letter is guilty of a class 2 civil infraction under chapter 7.80 RCW.
      • Both the Vacation Rental Company and the Management company (Agent) must each maintain a College Place General Business License Endorsement.
      • The following information shall be provided in a conspicuous place within each dwelling unit used as a short-term rental:
        • Current Vacation Rental Certificate;
        • Current copy of the Vacation Rental Company and Agent – College Place General Business License;
        • The short-term rental street address;
        • The emergency contact information for summoning police, fire, or emergency medical services;
        • The floor plan indicating fire exits and escape routes;
        • The maximum occupancy limits;
        • The contact information for the Agent.
      • Apply for your Vacation Rental Renewal prior the Permit Expiration Date. Late renewals are subject to revocation of the Short Term Rental permit and additional fees.
      • The property owner or his/her/their designee shall be responsible for the collection and payment of all required taxes including lodging taxes, state business and occupation taxes, fees, and charges and shall provide the city with annual documentation of compliance, in a format acceptable to the city.
