The project proposes changes to seven existing City groundwater water rights. The City can pump up to 6,850 gpm and 2,491.75 afy from the deep basalt aquifer.  The City continuously monitors its water use and operation from its various sources to comply with the rights and provisions of its water right portfolio.  Specifically for these proposed changes, new withdrawal from the proposed additional points of withdrawal would either be accommodated by "growing into" inchoate rights under permit and/or through offset of reduced pumping at certificated rights in order to remain within the maximum instantaneous and maximum annual rights provisioned for withdrawal from the aquifer. The proposed changes to these permits are to drill one well to create an additional point of withdrawal that will be added to each right/permit. The water will be used within the City service area to support existing municipal purposes including drinking water, irrigation, commercial, and light industrial uses.  The City intends to drill Well No. 7, and if sufficient water quality and quantity are available from the new well, a water facility will be constructed on the site.
